MN Emergency Assistance Program & Housing Support Program

Emergency Assistance helps with shelter payments, such as past due rent, to stop evictions or foreclosure. It can also be used for utilities when there is a threat of disconnection.

The Housing Support program helps seniors and adults with disabilities pay for housing costs. It helps prevent people from living in institutions or becoming homeless.

BI-CAP

Bi-County Community Action Programs, Inc. (BI-CAP) envisions a thriving, healthy, and inclusive Beltrami & Cass County. To reach that vision, we are committed to our mission of helping low-income people achieve self-sufficiency in the two counties. Current programs include: early childhood education, housing, weatherization, energy assistance, & youth education/employment services.

Minnesota's Telephone Assistance Program (TAP)

The state Telephone Assistance Plan (TAP) and federal Lifeline programs are monthly telephone service discounts on one landline or wireless telephone per household. Several landline (or home phone) providers and wireless (or cellphone) providers offer telephone service discounts to income qualifying households.

Affordable Connectivity Program

The Affordable Connectivity Program is an FCC program to help families and households struggling to afford internet service during the COVID-19 pandemic. As of May 12, 2021, eligible households will be able to enroll in the program to receive a monthly discount off the cost of broadband service from an approved provider.

MN Energy Assistance Program

The Energy Assistance Program helps pay for home heating and water costs and furnace repairs for income-qualified households. 

​

Bi-CAP is the Energy Assistance provider for qualified Cass County residents. EA applications must be received by May 31st, 2022.

HomeHelpMN is offered through Minnesota Housing to help if you have fallen behind on your mortgage or other housing-related expenses due to COVID-19. This program may be able to help you with past-due mortgage expenses, property taxes, insurance, association fees or lot rent
